Countries with a federalist system of government have different arrangements for providing national security. US national security is provided by national and State defense forces. The quintessential national function – national defense – experienced some changes that enhanced the role of the States. Policy changes in the National Defense Authorization Act of 2008 (2008 NDAA) introduced new roles for the Governors and the State defense forces, or the National Guard. This article explores how the interests of Congress and States aligned in the 2008 NDAA such that the national defense function changed. This article finds that the national government continues to have the central coordinating role, but that the politics and provisions of the 2008 NDAA changed the national–State relationship in mission, decision-making, and command and control so that US federalism in the national defense function is evolving in unexpected ways. 相似文献

ABSTRACTFollowing frustrating campaigns in Iraq and Afghanistan, Western interventions are becoming more limited, with troops being deployed for short bursts and residual peace-building tasks being left to others. Although this approach limits exposure for the intervening government, it struggles to achieve meaningful political change. Examining the comparatively successful British intervention in Sierra Leone (2000–02), this article identifies the conditions for effectiveness in these campaigns. It challenges the historiography of the case by framing armed confrontations and raids as enablers of politics rather than ends in themselves; indeed, in both the conduct and study of intervention, politics must reign supreme. 相似文献

AbstractDebates about the future of American seapower in East Asia turn on the argument that American seapower presents a risky and costly luxury that undercuts the cooperative potential of US–China relations. This article asks whether accommodation between China and the United States on the possession and exercise of American seapower in East Asia is possible. Accommodation on this front could significantly lower the risks of unintended escalation and in turn undermine arguments that favour an American retreat from East Asia. China’s expanding strength and ambition may foreshadow a violent conflict with the United States. I describe two scenarios about how such a conflict would unfold. The article begins by examining the prospects for nuclear escalation, drawing on theories about politics, psychology, and inadvertent escalation. It then examines the prospects for protracted conventional war, a scenario that has received far less attention. I present a new theory of protraction based on technology, geography, and domestic politics. After assessing the logic of both scenarios against a hypothetical US–China conflict, I discuss which is more likely. The conclusion points to a sobering trade-off: efforts to avoid nuclear catastrophe increase the chance of a long and grueling fight. 相似文献

The United States is launching another defence innovation initiative to offset the growing military-technological might of countries such as China, Russia and Iran. However, by utilising emerging technologies from the commercial sector to achieve greater military power the US may further open up the technology gap within NATO. This raises serious questions for NATO’s European allies. This article probes the nature of the US’s latest innovation strategy and sets it within the strategic context facing Europe today. This paper investigates the effect of the deployment of United Nations Blue Helmets on economic activity in South Sudan with a special focus on agricultural production. Since UN troops are predicted to improve security, in particular, we expect a positive relationship between deployment of UN blue Helmets and cereal production. We test our hypothesis using an original data-set including all the 78 South Sudanese counties over the period 2009–2011. We control for the non-random assignment of UN troops through an Instrumental Variables approach. Our empirical results show that a 10% increase in the size of the troop allows the production of additional 600 tonnes. 相似文献

The United States’ Air Force (USAF) has developed and used unmanned aerial vehicle (UAV) technology to monitor and assassinate dangerous terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. Currently, there are few countries that possess armed UAV and since the US created much of this technology, the USAF is usually part of the training that automatically accompanies the purchase of its UAVs.
